Lieutenant Ray Harlan has spent the last fifteen grueling years on the cold, hard streets of New york City. Now Ray retursns home and works in the local police department with his father, Lou and his brother, Jack. He immediately becomes embroiled in a local territorial war between tow Russian crime families. With an outsider's detached eye, Megan, a computer systems analyst sees the corruption within Lou's group of select detectives. And she is finally able to convince Ray to start investigation.
