Captain Eddie Gordon(WILLAM O'LEARY), a troubled pilot who is one of Colonel Matt Ryan(PETER STRAUSS)proteges.On his training mission, Eddie arms his training jet with live weapons and takes to the air blows the novice flyers out of the sky and shoots down Ryan, who ejects to safety. Eddie succeeds in arming the weapon and threatens an entire city with annihilation as Colonel Ryan takes to the air in desperate attempt to terminate the Black Angel's apocalyptic mission. Eddie escapes with his jet to a desert hideaway. The ante is raised when Ryan discovers that Eddie has managed to take a tactical nuclear weapon with him.
