San Francisco city police were so desperate for help that they sold off districts to private enterprise, allowing the citizens to do the policing. Those who own these police franchises are called Patrol Specials.
The comical figure George, a 21-year-old high school drop-out bum, is shocked when he finds his older brother Brad, a respected Patrol Special in the district, gunned down in the line of duty. George decides to inherit the business and catch Brad's killers. With the help of a cop named Ted Bukovsky, another troublemaker in his own right, George is hunting for the murderer but finds himself set up by a cunning guy.
