When cruise ship passengers and fans at a Chicago baseball game both begin dying from the same symptoms, FBI agents Larry Sullivan and M.J. Chang investigate the cause. Chang discovers contamination from biological weapons on the quarantined ship, then finds one of the passengers dead in a nearby hotel clutching a terrorist manifesto declaring war on the United States. Suspecting a well-known terrorist leader, a military strike is ordered on his camp. However, subsequent developments prompt the White House to admit that they misidentified the enemy. To minimize the danger from the virus, the President declares martial law.
As the virus spreads throughout the world, it becomes a race against time for agents Sullivan and Chang to discover who is behind these terrorist acts and why, before worldwide genocide occurs.
