Our Elmo is a government employee - a garbage collector. Everybody is agreed Elmo is a nice and honest young man, although a little think in the head. One day, several robbers inadvertently lose a bag of money on Elmo's cart. Elmo finds the bag when he goes off duty. As he has a date with his girl friend Ling-ling, he just stuffs the bag under his bed without examining it. Ling-ling's mother tells Elmo he must pay a huge sum of money before she will agree to the marriage. So Elmo and his room-mate Ah Fool decide to take part-time jobs to raise the money. They discover that this is a different kind of collection though. The two are collecting protection money from gambling casinos, opium dens and house of prostitution......
