On June 23, 1949, the Yanbei District Committee reported to the provincial party committee to approve the first county party secretary to the right-handed dynasty. Youyu County is located in the northwestern border of Shanxi Province. It is located in the tuyere of the Mu Us Desert. It is a barren land with wind and sand and poor mountains and rivers. The people's lives are extremely difficult. On October 23, 1949, 23 days after the founding of the People's Republic of China, the first secretary of the county party committee presided over the county cadre mass meeting in Fengyutai of Youyu. At this conference, he issued the "Afforestation, Control of Wind and Sand" Call. The county party secretary who just came from the battlefield and said on the wind and sand on the Fengshen stage said: If you want to be rich, you have to live in the wind and sand. If you want to live in the wind, you will plant trees. This is the first time in the barren land of Youyu, the order of afforestation, and this slogan--issued--with the footsteps of the Republic resounded for 68 years.
